This is the WWW version of the VORTEX-95 Operations Plan. Since it is too time-consuming to edit a formal book and a WWW document in parallel, what I'm publishing here is a preliminary draft of the Operations Plan. As time permits, if the formal document is edited or updated, I'll try to update the WWW version. Participants, researchers, and other interested parties who require the " official" version should email me and request a copy. Be ready to fork over about $20 per copy.
