Date Being Summarized:  02 April 1995

Weak mstr return began during the day, leading to some moderate sfc and 850 mb
dewpoints being brought into swrn TX.  A wk sfc cold front was moving sewrd 
through the northern plains, with an arctic front dvlpg in Canada just n of the
U.S. brdr.  With a deep cyclone over Hudson Bay and a moderately stg shortwave
trof in the swrn U.S. the VORTEX area is in swrly mid tropospheric flow and 
moderate to strong lapse rates have developed over the southern Rockies and into
wrn TX ... late in the evening, the moisture and instability was enough to allow
tstms to develop in ern NM and these became severe briefly in the vicinty of LBB
with a couple of isold hail reports up to golfball size.

Note that a rdge of hi pressure at the suface was restricting the return flow of
moisture, and this feature was reflected at 850 mb with a pool of relatively
cool air ... These features were present over sern TX.
