Date Being Summarized:  13 MAY 1995

A short wave trough was moving northeastward into Minnesota during the day, with
a substantial surface cyclone developing in association with it.  By 00Z, the
moisture and instability had pulled as far north as WI, and considerable severe
weather developed, notably in central IL, with a number of damaging tornadoes 
that were reported to have produced injuries in the rough SELS log.  Late in
the day, thunderstorms developed in northeastern OK and moved quickly into AR,
producing severe weather and even some tornado reports in the SELS log.  As the
short wave trough over the plains lifted out, another strong system was digging
along the west coast, even producing some tornado reports in northern CA.

In and near the VORTEX ops area, a surge of cool air was surging down the high
plains into KS by 00Z and dry air had pushed into west central OK.  This dry
air was accompanied by warm temperatures aloft, helping to cap convection until
late in the day ... as mentioned above ... apart from the activity in the ex-
treme eastern part of the ops area, nothing else convective could break the cap.
